Ukraine drone attack on Russian shadow fleet targets a tanker used to evade sanctions, according to Kyiv’s security services

Ukraine drone attack on Russian shadow fleet: Kyiv’s claim – Ukraine drone attack on Russian shadow fleet has been claimed by Kyiv following what Ukrainian security services describe as a “new and unprecedented special operation”. According to a source within the Security Service of Ukraine (SBU), a Russian-linked oil tanker was struck by aerial drones while sailing in neutral waters of the Mediterranean Sea.

The source told AFP that the vessel targeted was the Qendil, identified as part of Russia’s so-called “shadow fleet”.

Sanctions evasion and the role of the tanker

According to the SBU, the Ukraine drone attack on Russian shadow fleet was aimed at disrupting Moscow’s efforts to bypass Western sanctions. The tanker, the source said, was being used to generate funds to support Russia’s war against Ukraine.

At the time of the strike, the cargo ship was reportedly empty, limiting environmental risks. Ukrainian officials stressed that the operation was designed as a warning to Moscow’s sanctions-dodging infrastructure rather than a conventional military strike.

The shadow fleet and intelligence concerns

The Ukraine drone attack on Russian shadow fleet comes amid growing scrutiny of Moscow’s reliance on a network of oil tankers operating under foreign flags. A CNN investigation has previously revealed that Russia has increasingly depended on this “ghost fleet” to move crude oil and refined products outside international controls.

Western intelligence sources cited by CNN suspect that some of these vessels may also be used for intelligence-gathering activities. Crew members linked to Russian security services and the Ministry of Defence are believed to have been placed on board certain ships, raising concerns over espionage operations beyond energy transport.

Mediterranean implications

By extending operations into the Mediterranean, Ukraine drone attack on Russian shadow fleet signals a widening of Kyiv’s operational reach. Analysts note that targeting sanctions-evasion assets far from the frontline could increase pressure on Moscow’s financial networks while complicating Russia’s maritime logistics.

For now, Russia has not issued an official response to the claims made by Ukrainian authorities.
