EU’s ‘Readiness 2030’ plan meets resistance and Hungary remains isolated in its opposition. Costa’s method makes the difference in the March European Council

Key EU member states have blocked the €40 billion plan to arm Ukraine proposed by High Representative Kaja Kallas. The plan, dubbed ‘Readiness 2030’, was designed to strengthen the EU’s military capabilities, but its financial scope remains uncertain due to the reticence of some capitals, except Germany. The constant opposition of Viktor Orban’s Hungary was overcome by the approval of separate conclusions to 26 countries.

The President of the European Council, Antonio Costa, took a different approach than his predecessor, Charles Michel, focusing on the substance of the problems and separating the Hungarian disagreements from the general consensus. The outgoing German Chancellor, Olaf Scholz, praised this working method, emphasising the importance of focusing on key topics. The rift with Budapest, linked to specific interests over the war in Ukraine, is thus becoming normalised in the European landscape.

Hungary, for years accustomed to using its veto power to obtain concessions, now seems more isolated than ever.
