The Kremlin considers Washington’s initiatives, but demands changes. Meanwhile, Kiev negotiates an agreement on natural resources with the US
Russia considers US proposals for a ceasefire in Ukraine, but cannot accept them under the current conditions. This was stated by Russian Deputy Foreign Minister Sergei Ryabkov in an interview with the International Affairs Journal, stressing that Washington has not addressed the ‘root causes’ of the conflict.
Moscow points to US President Donald Trump’s lack of direct pressure on Kiev to end the war, saying the US is looking for a scheme that responds more to its interests than a real resolution of the crisis. Kremlin spokesman Dmitry Peskov confirmed that talks between the two powers are continuing, but warned that the issue is ‘very complex’ and will require further efforts.
The Trump administration tried to broker a 30-day truce, accepted by Kiev on 11 March, but Moscow rejected the deal unless it included restrictions on military aid to Ukraine.
In parallel, Kiev received a new draft agreement from the US for the exploitation of its mineral resources, including gas and oil. Ukrainian Foreign Minister Andrii Sybiha said that the government is reviewing the text and negotiating to define an agreed version. Ukraine considers the increased presence of US companies in the energy sector a key element for its security.
Meanwhile, the Ukrainian Air Force reported the first night without Russian drone attacks since last December, although Moscow launched two cruise missiles, both of which were intercepted. Since the beginning of the year, Kiev reports more than 10,700 Russian drones launched against its territory, with more than 4,200 in March alone.
Moscow, for its part, accuses Ukraine of hitting Russian energy infrastructure in the last 24 hours, including a substation in Zaporizhzhia and another in Belgorod, causing blackouts in several areas. The Kremlin claims that Kiev continues to attack despite allegedly supporting agreements with Washington. Meanwhile, Russian forces advance in Donetsk province, capturing the town of Razliv.
On the international front, the German government confirmed the seizure of the Panamanian oil tanker Eventin, sunk in January in the Baltic Sea and included in the EU sanctions against Russia. The ship, part of the so-called Russian ‘ghost fleet’, was carrying around 100,000 tonnes of oil and was allegedly used to circumvent EU restrictions.
