A spokesman for the White House National Security Council rejected Vladimir Putin’s proposal regarding the creation of a ‘transitional administration’ under the auspices of the UN to manage the presidential elections in Ukraine and negotiate a peace agreement. The government in Kiev, the spokesman emphasised, is legitimised by the Ukrainian constitution and its citizens, a position also reiterated by UN Secretary General Antonio Guterres. Putin had put forward the idea during a speech on the situation in Ukraine, hypothesising a temporary administration that could lead to democratic elections and, subsequently, to a peace agreement with the new authorities.
