For the third consecutive year, China announced a 7.2 percent increase in military spending, bringing the official budget to about $250 billion. According to analyst Timothy Heath of the think tank RAND Corporation, the expansion of China’s war apparatus would serve more to strengthen Communist Party control than to prepare for imminent war.
