Gaza, only 10% of aid reaches its destination: the rest is blocked or seized

The UN Un2720 mechanism was supposed to guarantee the entry of goods into the Strip. But out of 40,000 pallets, only 4,200 arrived. The rest were emptied by civilians or intercepted by armed militias

Created by a UN resolution in December 2023 in the midst of a humanitarian emergency, the UnOps–Un2720 mechanism became the central infrastructure for managing aid to Gaza in just a few months. The result of Security Council Resolution 2720, adopted on 22 December, the system aims to facilitate, coordinate, monitor and verify the entry of humanitarian goods into the Strip via third countries.

Yet today, figures released by the United Nations and verified by Adnkronos (an Italian news agency) paint a dramatic picture: of the nearly 40,000 pallets sent to the Gaza access points in the last two months, only 4,200 managed to reach their intended destination. Approximately 30,000 pallets were collected by agencies in the field, but 25,700 – or more than 23,000 tonnes of aid – were intercepted during transit.

Hungry civilians or armed militias: what is blocking aid
The UN itself describes what happened as “interception”, specifying that the cargoes were “peacefully taken by hungry people or seized by force by armed groups”. Of the 1,753 trucks that left with the supplies, approximately 90% of the aid was lost along the way, emptied before reaching those who really needed it.

The humanitarian agencies involved – including the WFP, UNICEF, WHO, Red Cross/Red Crescent and Médecins Sans Frontières – confirm the serious difficulties on the ground. The United Nations does not specify how much of the aid was stolen by Hamas, but the data supports Israel’s narrative: humanitarian aid is available, but Hamas intercepts it, controlling its distribution and often imposing a price even on what arrives free of charge.

The role of coordinator Sigrid Kaag
At the helm of the mechanism is Sigrid Kaag, former Dutch minister and current UN Special Coordinator for Peace in the Middle East, appointed in January 2025. Kaag, who operates in a declaredly neutral manner, is married to Anis al-Qaq, former Palestinian ambassador and Fatah politician.

UnOps–Un2720 does not replace humanitarian agencies, but serves as a single point of entry, introducing a chain of traceability through unique codes and labels for each package. The aim is to ensure transparency and control in the flow of goods, which is currently being severely tested by an increasingly chaotic and unstable context.

A system under pressure
These figures, still little known to the public, offer a more complex picture of the humanitarian crisis in Gaza. Behind the trucks seen entering the Strip is a fragile logistics network, often overwhelmed by despair, violence and a lack of real control over the territory.

And while the population continues to suffer from a lack of food, medicine and fuel, the system set up by the United Nations is hampered by political, military and social factors that seriously compromise its effectiveness.
