Poland at the helm of the EU: security and transatlantic relations the priorities

From 1 January 2025, Poland takes over the presidency of the EU Council, focusing on security and relations with NATO. Challenges ahead on the energy and agricultural fronts, with a focus on EU enlargement and the protection of the eastern border

Poland inaugurates its presidency of the EU Council tomorrow, 1 January 2025, taking over from Hungary and preceding Denmark. The country takes up the challenge of leading European discussions in a crucial six-month period, with the new von der Leyen bis Commission ready to present its first legislative proposals.

At the heart of Poland’s programme is the concept of security, declined in seven key dimensions: external, internal, cyber, energy, economic, food and health. Poland, which will spend 4.7 per cent of GDP on defence in 2025, intends to strengthen transatlantic relations with NATO countries and other partners such as the United States and the United Kingdom.

Another priority will be EU enlargement, with a focus on Ukraine, although Warsaw will have to balance strong support for Kiev with domestic economic concerns, especially in the agricultural sector, which opposes the suspension of duties on imports from Ukraine.

On the energy front, Poland, historically dependent on coal, may seek to use the presidency to lower the ambitions of the European Green Deal, focusing on energy security rather than ecological transition.
