Biden withdraws Cuba from list of countries supporting terrorism
Symbolic decision to encourage dialogue and the release of political detainees, but commitment to promoting human rights remains
US President Joe Biden announced the withdrawal of Cuba from the list of countries that support terrorism, a move that, according to White House sources, aims to boost dialogue with the island, especially regarding the release of political detainees. The decision comes in a context of talks facilitated by the Catholic Church, which have led to significant developments on the Cuban political prisoners front.
In a National Security Council memorandum, the Biden administration reiterated as a central objective of US policy the improvement of freedom, democracy and human rights in Cuba, and the expansion of business activities on the island. The White House also stressed that pursuing these goals requires concrete engagement with the Cuban government and the Cuban people in a rapidly changing regional and global context.
This decision is seen as a ‘goodwill gesture’, anticipating Donald Trump’s entry into the White House next week, but it does not change the priorities of US foreign policy towards Cuba, especially in terms of human rights.
