Egyptian- mediated agreement envisages a committee for the reconstruction and civil administration of the Strip

Fatah and Hamas have reached an agreement to create a joint committee dedicated to the management of the Gaza Strip, with the aim of addressing the challenges of reconstruction and the distribution of humanitarian aid. The agreement, brokered by Egypt, was announced yesterday at the end of talks in Cairo.

According to reports in the Israeli daily Haaretz, the committee will be tasked with overseeing Gaza’s civil administration, coordinating humanitarian aid, and managing the Rafah crossing, the main connection point between Gaza and Egypt. The agreement stipulates that this commission will act under the supervision of the Palestinian government for financial, administrative and legal matters.

Palestinian leader Mahmoud Abbas is now expected to issue a decree to formalise the creation of this structure, which will consist, according to Arab press sources, of between 10 and 15 members, including specialised technical figures. The daily Al-Araby Al-Jadeed claims to have a copy of the document detailing the agreement.

The talks in Cairo, confirmed by the Egyptian authorities, brought together representatives of Fatah and Hamas with the aim of establishing a shared framework for the day-to-day management of the Gaza Strip, which should pass under the control of the Palestinian Authority.

This agreement marks a significant step in the process of normalising relations between Fatah and Hamas, the two main Palestinian political movements that have historically been in conflict. Gaza has been under Hamas control since 2007, a situation that has generated prolonged political and humanitarian tensions.

The agreement comes in a context of deep crisis in the Gaza Strip, devastated by the recent conflict with Israel. The latter, which continues its military operation against Hamas, has categorically ruled out any future role for the group in the administration of the Strip.
