Coalition negotiations in Germany: strict rules for rapid government formation
The 256 delegates of the German parties follow strict guidelines, with clear objectives and a tight timetable to ensure that the next government is formed by April
In Germany, the negotiations for the formation of the new government involve 256 delegates divided into 16 working groups, with a clear goal: to have the coalition contract signed by the week of 14 April and to see Friedrich Merz as chancellor by 23 April. To achieve this goal, a strict ‘Brochure on Coalition Negotiations 2025’ was issued, which dictates precise rules, from sobriety in dealing with the media to the drafting of the final documents.
The imposed discipline is that none of the groups may interact with the press during the proceedings, avoiding statements and selfies that had generated hype in the past. The delegates will also have to complete their tasks by specific deadlines, with the first agenda expected by Sunday 16 March and the final tasks by 24 March. All this in order to meet the set timeframe and create a coalition capable of leading Germany in the coming years.
