Macron and Starmer organise an international coalition to support Ukraine towards a lasting solution. Removal of sanctions on Russia ruled out

Today in Paris, at the Elysée Palace, a summit convened by French President Emmanuel Macron opened to discuss a possible coalition of countries willing to help Ukraine towards a ceasefire. The summit, involving 31 delegations, is an attempt to organise an international ‘reassurance’ force to ensure the stability of Ukraine and, by extension, that of Europe.

Macron and Starmer at the centre of the summit

Before the official opening of the summit, Macron met with British Prime Minister Keir Starmer, NATO Secretary General Mark Rutte and Ukrainian President Volodymyr Zelensky. The summit was convened with the intention of building a coalition of countries ‘willing and able’ to support Ukraine. During the night, the Eiffel Tower was lit up in yellow and blue, in homage to the national colours of Ukraine.

Participants’ positions

Russia, through Foreign Ministry spokeswoman Maria Zakharova, sharply criticised the sending of peacekeeping forces to Ukraine, calling it a ‘mask’ for a military intervention by London and Paris. However, Macron reiterated that any lasting solution for Ukraine must include a complete ceasefire, which President Zelensky demanded.

Sanctions on Russia and the role of the US

EU sanctions against Russia, according to French sources, will not be lifted as a condition for the ceasefire. On the contrary, they could be intensified if Russia does not accept the conditions necessary to stop hostilities. The United States, through President Donald Trump, has not ruled out its support for the coalition, which is considered essential to guarantee European security.

Conclusion of the summit

The summit will end in the early afternoon with a press conference by French President Macron, who yesterday had a private meeting with Ukrainian President Zelensky at the Elysée Palace. During the summit, the leaders will also discuss future relations with Russia and the role of European security in a framework of international stability.
