This principle aims to ensure that serious crimes, such as those attributed to Ortega and Murillo, do not go unpunished.
Ortega has been widely criticised internationally for his repression of protests and consolidation of power in Nicaragua, with allegations of torture, arbitrary arrests and systematic human rights violations by his regime.
