Aiea director speaks ahead of Rome talks: ‘Tehran has the pieces of the nuclear puzzle. A robust verification system is needed’

Iran ‘is not far’ from acquiring a nuclear weapon. This was said in an interview with the daily Le Monde by Rafael Mariano Grossi, director general of the International Atomic Energy Agency (IEAA), a few hours after his mission to Tehran.

‘Iran has enough material to build several bombs, but it does not yet possess the nuclear weapon,’ Grossi said. ‘It is like a jigsaw puzzle: they have the pieces, but they have not assembled them yet. However, they are not far from doing so’.

Ahead of the second round of indirect talks between the United States and Iran, scheduled for Saturday in Rome with Oman mediating, Grossi pointed out that the IAEA is not involved in the negotiations, but will play a central role in the event of an agreement. ‘We are not part of the dialogue between Araghchi and Witkoff, but the verification will be up to us. That is why we have already started some informal exchanges’.

The IAA director went on to emphasise the need for a ‘robust and credible’ monitoring system for any future agreement. Unlike the 2015 JCPOA, from which the US withdrew in 2018, this time Washington is aiming for a simpler text, removing technical clauses deemed ineffective.

The idea, according to Grossi, is to directly ban activities such as uranium enrichment, in exchange for the lifting of sanctions and new measures in favour of investment in Iran.
