Brussels doubts Ukraine’s commitment to the EU: ‘Independence of institutions at risk’

European Commission President Ursula von der Leyen has expressed ‘great concern’ about the new law approved by the Rada and countersigned by Volodymyr Zelensky, which limits the autonomy of Ukrainian institutions engaged in the fight against corruption. This was reported by the EU executive’s spokesperson for enlargement, Guillaume Mercier, who stressed that Brussels has asked the Kiev government for official clarification.

The contested amendments would reduce the powers of Ukraine’s National Anti-Corruption Bureau (Nabu) and the Specialised Anti-Corruption Prosecutor’s Office (Sapo), bodies considered by the Commission to be “cornerstones of the rule of law” and fundamental to the path towards EU membership.

According to Brussels, the ability of anti-corruption agencies to operate independently is “crucial” to ensuring public confidence and meeting European standards of transparency and justice. Mercier reiterated that “the fight against corruption is an essential pillar of the reform agenda” required of countries applying for EU membership.

Zelensky publicly defended the measure, arguing that the amendments were necessary to neutralise alleged Russian interference in the agencies and assuring that both Nabu and Sapo will continue to work, ‘but without external influence’.
